Whether the car service is a one-bay "STO" (stantsiia tekhnichnoho obsluhovuvannia) in a courtyard or a multi-post shop in Kyiv, Lviv, Odesa, Dnipro or Kharkiv, the day follows one path: the car arrives, an estimate goes out, a job order ("naryad-zamovlennya") is opened, the mechanic logs the work, parts leave the shelf and the owner ("zamovnyk") hears when to collect. It does not create, sign or register tax invoices, does not send fiscal receipts and does not file VAT returns. Mandatory technical control (OTK). Ukraine's Law on Road Traffic (Article 35) requires vehicles registered by the Ministry of Internal Affairs to pass mandatory technical control, and then lists who is exempt. Cars of all types, with their trailers, are exempt unless they are taxis or used to carry passengers or goods for profit, and so are motorcycles and mopeds. In practice it is the commercial fleet that goes through it. Cabinet Resolution No. 137 sets the procedure and the periods: every two years for profit-carrying cars and trucks up to 3.5 t after two years in service, every year for trucks over 3.5 t and for taxis, and twice a year for buses and vehicles carrying dangerous goods.
The check covers braking and steering, external lights, tyres and wheels, glass light transmission and gas equipment where fitted. It is done by businesses that have notified the authorities that their premises, equipment and staff meet the requirements, and the owner may choose any of them. A record of the check is issued with the date of the next one, and results go into a national database. A January 2026 ministry announcement lists a reform of technical control among the road-transport legislative priorities for 2026, including a gradual extension to all vehicle types, so read the current text before you tell a customer what applies.
For a car service this means that fleet customers, taxi operators and small-van owners are the ones with dates to keep. Promec stores the due date on the vehicle, sends the reminder, and turns whatever the check finds into an estimate on the same record.

VAT (PDV). Value added tax is set out in the Tax Code of Ukraine, and the State Tax Service (DPS) is the authority that businesses deal with. A person who carries on business and is registered, or is required to register, is a VAT payer. Promec lets each invoice line carry the rate you choose and records the totals, but it does not decide which rate or treatment applies.
Tax invoices and the ERPN. Under Article 201 of the Tax Code, a VAT payer must draw up a tax invoice in electronic form, sign it with a qualified electronic signature and register it in the Unified Register of Tax Invoices. That is an official document handled through the tax authority's systems. Promec does not connect to it. The tax invoice, the return and the register remain in your own software or with your accountant, and the invoice you issue from Promec is a separate document for the owner.
Fiscal receipts. The Law on Registrars of Settlement Operations requires businesses that take payments for goods and services to use registered cash registers or software registers and to hand over a receipt, with exceptions set by law. Promec does not replace that system.
Data protection. Personal data is regulated by the Law on Personal Data Protection, with oversight by the Ukrainian Parliament Commissioner for Human Rights. A replacement bill has been before parliament, so check the text in force. Reminders in Promec go only to owners who agreed to them, and each message is kept on file.

Type the plate and the job order opens with the owner's complaint, the mileage, the state of the car and photos taken on a phone. Parts, labour hours and approvals are added to that order, so nothing depends on which mechanic took the keys. An estimate is built from labour lines and parts lines and sent by link. The owner accepts or declines it, and an accepted estimate becomes the job with no second typing.
